VOTE THIS WEEK TO SUPPORT THE CITY’S DEBT CUTTING PLAN.
>>IT’S A BIG DEAL. GIVES THE JUDGE A INDICATION
THAT THE PENSIONERS ARE WILLING TO SUPPORT THE CUTS.
>>AND THIS IS SOMETHING WE’VE BEEN WAITING FOR AND SOMETHING
THAT KEVYN ORR WAS PUSHING AND DOING A P.R. CAMPAIGN.
>>BIG ONE. BALLOTS WE WANT OUT IN MAY.
DUE BACK IN MID JULY AND A COUPLE OF WEEKS AFTER THEY WENT
OUT, WE START TO SEE THE TOWN HALL MEETINGS SO THE PENSIONERS
COULD GET INFORMATION ABOUT WHAT THEY WOULD BE FACING.
RIGHT THERE, THE END OF MAY, BEGINNING OF JUNE, WE HAD THE
GOVERNOR SIGNING THE BILLS THAT BROUGHT IN THE STATE MONEY FOR
THE GRAND BARGAIN, BIG THREE AUTO MONEY ANNOUNCED AND THEN
ALL WAITING TO SEE HOW THE VOTE WOULD BE.
>>WHAT WAS THE BREAKDOWN FOR THE VOTE AND THE
TURNOUT, I GUESS?>>THE TURNOUT WAS ABOUT HALF.
MUCH BETTER THAN WE DO IN MANY ELECTIONS AROUND HERE BUT
OVERALL, THE 32,000 PENSIONERS THAT RECEIVED BALLOT,
49% OVERALL.>>THERE HAS BEEN SO MUCH
CONVERSATION ABOUT THIS AND HOW IT AFFECTS PEOPLE AND 49% MAYBE
TAKES ME BACK A LITTLE BIT.>>YEAH, I THINK IT MIGHT BE, I
HAVE NOT SEEN A BREAKDOWN ON WHERE THE BALLOTS CAME FROM, IN
OTHER WORDS IF PEOPLE OUT OF STATE WERE NOT ABLE TO GET MORE
INFORMATION FELT LIKE THEY DIDN’T UNDERSTOOD IT WELL ENOUGH
TO VOTE OR FACE IT, THAT WAS A TOUGH VOTE TO STOMACH, VOTING
FOR CUTS FOR YOURSELF, FOR WAIVING THE RIGHTS TO LITIGATE,
CUTS FOR YOUR FELLOW RETIREES. OR FACING THE UNCERTAINTY OF
MAYBE EVEN BIGGER CUTS. KING SOLOMON COMES TO MIND.
>>WHAT WAS THE BREAK DOWN FOR THE VOTE?
STULL AN OVERWHELM MAJORITY?>>80% PASSED IT.
ARE THERE STILL HOLDOUTS LOOKING TOWARD THE TRIAL IN AUGUST?
>>RIGHT, SO IN BANKRUPTCY, WE HAVE THE INELEGANCE TERM
OF CRAM DOWN. THE JUDGE CAN TAKE THE PLAN OF
ADJUSTMENT AND WHAT THE CITY IS PROPOSING TO PAY CREDITORS AND
HE CAN FORCE IT ON OTHER CREDITORS AS LONG AS THERE IS
ONE CLASS OF CREDITORS THAT VOTED FAVORABLY ON THE PLAN SO
THE PEP SHUNNERS ARE ONE OF THOSE CLASSES.
THE CITY HAS ALSO REACHED AGREEMENTS WITH OTHER CLASSES OF
CREDITORS, BONDHOLDERS HOLDING THE DEBT.
THEY HAVE THE ABILITY TO FORCE A PLAN WHEN WE GET TO THE
CONFIRMATION HEARINGS IN AUGUST. MAY, IT EASIER FOR THE JUDGE
GIVEN THAT THE PENSIONERS APPROVED THEIR OWN CUTS.
>>BOTTOM LINE FOR ALL OF US IS SO THAT THE CITY CAN EMERGE AND
BE VIABLE AND EVENTUALLY START TO GROW.
THIS WEEK A REPORT CAME OUT BASICALLY LOOKING AT THIS PLAN.
CAME OUT FOR THE REGIONAL. WHAT DID IT SAY?
>>IT SAY THE IT IS POSSIBLE. IT SAID IT IS FEASIBLE.
IT SAID THIS OF COURSE WAS DONE BY THE COURT APPOINTED EXPERT
WHO HAS BEEN MEETING WITH HUNDREDS OF PEOPLE AND
INTERVIEWING AND REVIEWING DOCUMENTS AND SPREAD SHEETS.
SHE HAS A LONG BACKGROUND IN ACCOUNTING AND RESTRUCTURING.
SHE LOOKED AT WHAT THE CITY PROPOSE, THE STRUCTURES OF THE
CITY AND SAID TWO THINGS, THE CITY NEEDS TO THINK ABOUT GOING
FORWARD HOW IT RESTRUCTURES BECAUSE WE HAVE THE DEBT
RESTRUCTURING ON ONE SIDE AND THE ABILITY.
CITY, EMPLOYEES AND SYSTEM TO PUT THAT PLAN INTO PLACE.
SHE SAID TWO THINGS, ONE IS THE CITY REALLY NEEDS
A TECHNOLOGY UPGRADE. WITHOUT MODERN DAY ACCOUNT AND
THE TECHNOLOGY TO BACK THAT UP, WE’RE GOING TO HAVE SOME OF THE
SAME PROBLEMS EXECUTING THE CITY SERVICES AND SECOND WAS
WORK FORCE TRAINING. BRING THE EMPLOYEES UP TO SPEED
SO THEY CAN USE THE TECHNOLOGY.>>SHE ALSO TOOK A LOOK AT THE
LEADERSHIP ROLE SAYING I THINK YOU HAVE GOOD PEOPLE IN PLACE TO
EXECUTE THIS PLAN.>>SHE SAID SHE WAS ON IMPRESSED
WITH THE COOPERATION THAT IS GOING ON.
MAYOR DUGGAN IN OFFICE 7 1/2 MONTHS NOW.
BY ALL ACCOUNTS COOPERATING WITH CITY COUNCIL.
HE AND COUNCIL PRESIDENT IN JOINT APPEARANCES.
AND BY ALL ACCOUNTS, THEY’RE MOVING FORWARD UNDER THE NEW
STRUCTURE WITH A NEW MAYOR, WITH SORT OF REDEFINED POWERS UNDER
THE EMERGENCY MANAGER. ONCE THEY GET THE FINANCIAL
RESET, THEN IT’S NOT A TOTALLY CLEAN SLATE, BUT THEY HAVE THE
ABILITY TO MOVE FORWARD IN WAYS THE ELECTED LEADERS HAVE NOT.

TRIAL TO BEGIN AUGUST 14. JUDGE HEARS FROM THE CITY AND
FROM CREDITORS. AS WE’VE SEEN WITH THIS
BANKRUPTCY, THIS IS UNCHARTED TERRITORY.
THE LAWYERS INVOLVED HAVE DONE HUNDREDS OF CASES
OVER THE YEARS. THEY ARE STILL SURPRISED BY SOME
OF THE THINGS THAT HAPPEN AND SOME OF THE EVENTS THAT COME UP.
WHETHER IT IS COURT FILINGS, CHALLENGES OR THE OUTSTANDING
COURT OF APPEALS ISSUES IN CINCINNATI CHALLENGING THE
ELIGIBILITY AND ONE OF THE RES FORS IS TRYING TO GET AT THE
CASINO REVENUE DEDICATED TO ONE CREDITOR.

I FEEL, NOLAN THAT PEOPLE ARE STARTING TO LOOK ALMOST BEYOND
THE COURT ACTIVITY THAT IS GOING TO HAPPEN IN AUGUST AND HOW THE
CITY IS NOW GOING TO MOVE ON FROM HERE IN SEPTEMBER.
>>GOOD TIME TO START LOOKING PAST.
DOES SEEM AS IF THE BANKRUPTCY WILL WRAP UP ON THE TIME FRAME
THAT KEVYN ORR AND THE GOVERNOR LAID OUT BUT STILL A LOT
OF WORK TO DONE. THE BANKRUPTCY WILL NOT SOLVE
ALL OUR PROBLEMS. A LOT OF THINGS THAT WERE
IDENTIFIED ON THE TO-DO LIST ARE STILL THERE AT THE END.
A COUPLE OF EXAM TELLS. CITY AIRPORT, DIDN’T FIND A
SOLUTION FOR THAT. CITY CHARTER, THAT TIES THE
HANDS OF OUR LEADERS IN TERMS OF PUTTING CREATIVE
SOLUTIONS IN PLACE. THAT IS STILL WRITTEN THE SAME
WAY IT WAS WRITTEN WHEN BANKRUPTCY STARTED.
STILL A LOT OF WORK TO DO IF THIS CITY WILL GET
WHERE IT NEEDS TO BE.>>NANCY, FOLLOWING UP TO THE
POINT WHERE THAT REPORT CAME OUT TALKING ABOUT THERE HAS TO BE A
TRAINED WORK FORCE IN THIS CITY AND TALKING ABOUT
TACKLING THE ISSUES. EVEN THEY SAID SELLING CITY
AIRPORT MAY BE A VIABLE OPTIONS.>>ONE OF KEVYN ORR’S PRIORITY
WAS TO FREE UP MONEY TO INVEST IN IT.
I WOULD ARGUE THAT THE OPERATIONAL RESTRUCTURING PIECE
IS EQUALLY AS IMPORTANT AS THE FINANCIAL.
BECAUSE IF THE CITY IS NOT ABLE TO COLLECT THE REVENUES
IT IS OWED. WE HAVE A DISGRACEFUL PROPERTY
TAX COLLECTION RATE. IF THE CITY CAN’T PERFORM THE
SERVICE THAT’S RESIDENCES NEED, THEN WE’RE RIGHT BACK HERE
FINANCIAL IN A FEW YEARS. QUICKER THAT ANYONE
WANTS TO THINK. UNLESS THAT ON OPERATIONAL
PIECE BECOMING EFFICIENT AND FUNCTIONAL.
THAT IS SOMETHING THAT HAS GOT TO HAPPEN.
SOMETHING THAT STARTED UNDER KEVYN ORR BUT MAYOR DUG AN HAS
TO CARRY THAT NOTRE DAME.>>NOW THE POLITICAL WILL LASS
TO COME FROM MAYOR MIKE DUG AN AND THE CITY COUNCIL.
IN THAT ROUTER, IT WAS ADDRESSED SAYING I THINK THERE IS THE
PROPER LEADERSHIP IN PLACE TO MAKE SURE THAT HAPPENS.
THAT IS THE IMPORTANT PIECE.>>WE HOPE SO.
AS I SAID, THERE IS A BIG JOB LEFT AHEAD AND IF WE COME OUT
SAYING THAT IS IT, WE’LL BE IN TROUBLE.
DUGGAN WILL HAVE A HUGE JOB COMING OUT OF THIS THING.
FORTUNATELY, HE’LL HAVE A LOT MORE RESOURCES BECAUSE THE
BANKRUPTCY WILL FREE UP MONEY FOR OPERATING THE CITY.
NEEDS TO INVEST A LOT OF THAT ON MONEY INTO
CREATING EFFICIENCIES. CAN’TETTE JUST SPEND IT ALL,
GIVE IT ALL OUT IN CONTRACTS OR ALL OUT IN EXPANDING
THE PAYROLL. GOT TO USE SOME OF THAT MONEY
TO UPGRAY GRADE THE CITY INFRASTRUCTURE.
>>NANCY, I WANT TO TALK A LITTLE BIT ABOUT THE WATER
SITUATION IN THE CITY OF DETROIT AND THE FACT THE WATER
DEPARTMENT IS TRYING TO CRACK DOWN IN COLLECTING PAST
MONEY IT IS OWED. MORATORIUM FOR 15 DAYS, NO MORE
WATER SHUTOFFS FOR PEOPLE WHO OWE OVER $150.
DO YOU BELIEVE THAT — HOW DO YOU BELIEVE THE SITUATION HAS
BEEN HANDLED AND DO YOU BELIEVE THIS 15-DAY HOLD IS?
>>SITUATION HAS BEEN HANDLED TERRIBLY.
THE DEPARTMENT FOR DECADES CREATED A REASONABLE BELIEF IN
CUSTOMERS THAT IF THEY DON’T PAY THEIR BILL, THEY’RE NOT
GOING TO LOSE WATER. FOLKS ARE JO JUGGLING BILLS.
YOU HOLD OFF ON THE ONE YOU HAVE WIGGLE ROOM TO PAY AND THE
DEPARTMENT HAS TAUGHT CUSTOMERS THEY ARE NOT GOING
TO LOSE WATER. THEN WITH VERY LITTLE WARNING,
YEAH, PEOPLE SHOULD PAY WHAT THEY OWE, BUT IF THE GOAL IS TO
GET PEOPLE CURRENT AND KEEP THEM CURRENT, JUST STARTING TO SHUT
PEOPLE OFF IS NOT A REALLY GOOD PLAN.
SHOULD HAVE LAUNCHED A PAYMENT ASSISTANCE PROGRAM, WELL
OPINIONLY SUES SOOT. THEY SHOULD HAVE BOUGHT SHH BUS
WRAPS AND BILLBOARDS AND SENT PEOPLE TO MEETINGS TO SAY PAY
YOUR BILL OR LOSE YOUR WATER. SIMPLE MESSAGE THEY
DID NOT COMMUNICATE. YOU KNOW, IF THE GOAL IS JUST TO
SAY SHUT THEM OFF, THEY’VE DONE THAT.
BUT IF THE TRUE GOAL IS TO GET PEOPLE CURRENT ON THE BILLS,
THEY FAILED. THEY NEED TO REALLY LOOK AT HOW
THIS IS PLAYING OUT IN THE COMMUNITY.
>>DO YOU AGREE?>>YES, I THINK THEY HANDLED IT
AS BADLY AS THEY COULD. THERE ARE ASSISTANCE
PROGRAMS AVAILABLE. YOU’RE DEALING WITH A POPULATION
THAT DOESN’T REALLY KNOW HOW TO ACCESS THAT SORT OF INFORMATION.
ISN’T REALLY GOOD AT HELPING THEMSELVES AND I THINK YOU COULD
HAVE GONE INTO THE NEIGHBORHOODS AND SAID LOOK, THIS IS COMING
IN A FEW WEEKS. HERE’S THE STEPS YOU
NEED TO TAKE. SOME PEOPLE WILL NEVER DO THE

EASY AS IT MIGHT BE WITH OTHER UTILITIES BECAUSE THE WATER
BILLS GO OUT TO ADDRESS, NOT TO INDIVIDUALS AND THE TRANSIENT
POPULATION, YOU MAY HAVE ONE PERSON LIVING IN THIS ADDRESS
AND THEN ANOTHER ADDRESS AND ANOTHER.
OVER THE COURSE OF SIX OR SEVEN MONTH PERIOD, DO YOU WANT KNOW
WHO IS OCCUPYING THAT ADDRESS AND IN A LOT OF CASES, THEY GO

WATER TO ABANDONED BUILDINGS SHOULD BE TAKEN CARE OF BEFORE
FAMILIES OR INDIVIDUALS ARE AGGRESSIVELY TARGET.
>>WE’LL HAVE TO LEAVE IT THERE FOR NOW.
PART OF THE TURN OVERIS PAPPING IN THE 4th DISTRICT.
REPRESENTATIVE DAVE CAMP IS NOT RUNNING AGAIN.
REPUBLICAN STRONGHOLD HAS SEVERAL CANDIDATES FACING
OFF IN THE PRIMARY. WHAT IS GETTING ATTENTION IS THE
ROLE OF MONEY IN THIS CAMPAIGN. BUSINESSMAN PAUL MITCHELL HAS
REPORTEDLY DUMPED $1.9 MILLION OF HIS OWN MONEY
INTO HIS CAMPAIGN. RECENT POLLS SHOW HE IS LEADING
OVER STATE SENATOR JOHN MOOLENAAR, WHO HAS RAISED ABOUT
HALF A MILLION DOLLARS.>>IT’S I WANTING THAT YOU GET
WHAT YOU PAY FOR?>>WELL, I MEAN OBVIOUSLY YOU’RE
GETTING SOMETHING FOR THAT MONEY.
NOT, YOU KNOW, THIS IS A SMALL MARKET, REALLY.
I DON’T KNOW HOW YOU SPEND THE KIND OF MONEY THEY’RE
SPENDING THERE.>>IT’S TV ADDS AND RADIO ADS
RUNNING R MUST BE RUNNING CONSTANTLY BECAUSE THAT IS A
WHOLE LOT OF MONEY FOR A CONGRESSIONAL RACE AND
BASICALLY, A MID MICHIGAN AREA HEAVILY RURAL DISTRICT.
THAT IS CRAZY AMOUNT OF SPENDING.
AND I DON’T SEE. THE STATE LAWMAKER, IMPRESSIVE
HE RAISED AS MUCH MONEY AS HE HAS.
>>WHY?>>WELL, I MEAN, WHERE IS YOUR
FINANCIAL BASE IN THAT DISTRICT? HALF A MILLION IS A LOT OF MONEY
FOR A STATE LAWMAKER TO RAISE. PARTICULARLY GIVEN THE AM OF
TIME THEY’VE HAD. CAMP LEFT THE RACE AT THE LAST
MINUTE AND THESE PEOPLE HAD TO SCRAMBLE.
>>NANCY, THERE IS A LARGER THING TO TALK ABOUT HERE IN
TERMS OF THIS IS WHERE OUR POLITICAL RACES ARE HEADING
WHERE YOU HAVE TO AMASS THE LARGEST AMOUNT OF MONEY AND
WHOEVER CAN DO THAT, YOU PRETTY MUCH HAVE IT?
>>I DON’T THINK THAT IS TRUE. INK IN THE RECENT ELECTION CYCLE
WHERE AMBASSADOR BRIDGE OWNER SPENT MILLIONS TO TRY TO GET A
STATEWIDE CONSTITUTIONAL AMENDMENT THAT WOULD HAVE
STOPPED THE CONSTRUCTION OF THE PUBLIC SECOND SPAN ACROSS DID
DETROIT RIVER, HE FAILED. IT SEEMS TO ME LIKE THAT WAS A
TEST CASE FOR WHETHER OR NOT YOU CAN BUY A BALLOT ISSUE.
>>AN ISSUE VERSUS A PERSON WHO WOULD USE THAT PERSON TO BE ABLE
